KURNOOL: A minor girl was detained by Kurnool excise personnel and kept in a cell for the last five days in spite of instructions from courts not to keep women in station cells, especially during nights.
Zaruka (16), wife of Bashya Shikari, was arrested by excise vigilance staff on charges of selling arrack at Bangarupeta Colony of Kurnool town on Sunday.

She was kept in the local excise station cell the same night and produced before the excise court on Monday. The magistrate asked excise officials to take her to the juvenile court for girls in Hyderabad since her age was mentioned as 18 years in the FIR.
Excise officials locked her again in the same cell and took her to Hyderabad on Tuesday. When Zaruka was produced before the juvenile court, she claimed that she was 19 years.
The magistrate sent her back and asked the officials to get an age-proof certificate. The excise staff took her back to Kurnool the same day and locked her in the same cell.
They took her to the forensic medicine department of Kurnool Medical College on Thursday to ascertain her age. The forensic experts examined Zaruka the same day and sent her back. She was again kept at the excise station cell overnight on Thursday.
On Friday, forensic experts declared that she was below 16 years. However, officials did not take any step to keep the girl either at her house or her relative's house or at any of the centres run by NGOs or government during the nights.

Speaking to The Times of India, excise circle inspector Muni Sankar Reddy admitted that Zaruka was in their custody since she had to be taken to various courts as her age was not known.
He also said that a woman home guard was kept for her protection at the excise station. The circle inspector said that Zaruka would be taken to the juvenile court for girls at Hyderabad on Saturday for further proceedings.
When contacted, Juvenile Justice Board member D Narasimhachar said that no juvenile, either a boy or a girl, should be kept in a cell during nights.
